Senator Ward discusses a package of bills passed by the Senate this week to strengthen crime victims’ rights, including House Bill 276. Known as “Marsy’s Law”, HB 276 would add a victims’ bill of rights to the Pennsylvania Constitution. As a proposed constitutional amendment, the legislation must pass both chambers in identical form, in consecutive legislative sessions before being put on the ballot as a referendum.
